Spread the money out. Apparently there is a need to not just spread money around for schools, but also policing.
If funding is applied on a per-capita basis then, schools would not be struggling to educate kids. Same goes for policing. Where the majority of a school is run by gangs. If policing was better, there would be less gangs.
